If so, this just might be the problem. You're probably in a border system next to another Region. The Sebiestor Tribe Storyline Agent is probably in that other Region. The game probably keeps sending you to the Six Kin Storyline Agent located 4 jumps away due to that agent being the nearest Storyline Agent in the same Region.
Anyway, check and see if there's a regular Sebiestor Tribe agent located in the same system as the Sebiestor Tribe Storyline Agent. Doesn't matter what Division it is, just make sure it's the same level that you're currently working.
Let's say your regular agent is a level 2 Sebiestor Security Division Agent and there's a level 2 Sebiestor Mining Division Agent with a Sebiestor Storyline Agent located 1 jump away in another Region.
Just do 15 missions for your Security Agent, then travel to the Mining Division Agent and do the 16th mission. That will open up the Sebiestor Storyline Agent.

This is no longer the case, there is some element of randomness in it.
I'm a careful reader of dev blogs and I have never seen any mention of a change here.
One thing I'm reasonably certain of from getting some standings for my trade alt(s) is that if you have a storyline agent in the station you have the normal agent in, you should get a storyline there.
The game still sends you to the Storyline Agent nearest to your 16th Agent.
The mechanic is like the Market, it only looks at the Region you're currently in.

Vullat is 1 jump from Eram and in a different region (Heimatar vs Metropolis). I think a lot of what's written above is wrong. Storyline missions come from the nearest faction Storyline agent regardless of whether or not they're in the same region. The only exception is when you already have an outstanding Storyline mission from an agent, in which case the next nearest Storyline agent (for that same faction) will offer you the mission.
I still stand by what I said. I've never received a storyline agent mission from another Region. I've definitely got them in other Constellations and Systems, but never in another Region.
Since neither of us have provided any proof / pictures, guess it's safe to say it never happened.
Anyway, I'm sure the OP will get an answer soon enough.

Nice to see people contradict themselves in an effort to prove me wrong.
I especially like how everyone keeps saying you get the storyline offer from the nearest storyline agent in the Faction, regardless of Region location.
Yet they still fail to explain why the OP is getting sent to storyline agent 4 jumps away instead of the storyline agent 1 jump away.
If they do try to explain it, they say it's random.
OK so which is it? Nearest Storyline Agent of the Faction or just RNG. |

So, did you leave the Six Kin Storyline Agent offer open in your journal and then got another storyline offer from Storyline Agent?
Or did you do 15 missions, travel to another Sebiestor Tribe agent located in same system as Storyline Agent and then completed the 16th mission?
Also was the Storyline Agent in another Region?

Ahhh, great.
Sooo, the storyline mechanic just had Agents in the same region offer you missions and as each offer was left open, the agents got further and further away from your location.
Completing the 16th agent located in a system with a corp storyline agent induced that agent to offer the storyline mission.
Thank you very much, it seems you've confirmed what I had originally posted.

Whatever floats your boat. You can continue saying I'm wrong til you're blue in the face and it still won't matter. I still stand by my first reply in this thread.
FYI = In regards to the Faction Standing Repair Plan. I always tell players to work the Event Agents listed in 'The Plan' instead of grinding 16 missions for 1 storyline, unless it's absolutely needed or required.
For the record, the OP continued to get offers from storyline agents within the same region, albeit none of them from low security.
